In case you have not seen them, the proposed regulations for Monthly Community Habilitation are available on the OPWDD website. Monthly Community Habilitation (formerly referred to as Community Hab 2) is designed as an option for individuals who wish to have their habilitation services focus on a variety of everyday community settings. The NYSADSP will be sending a list of items we would like clarified. If you have questions you can send them to OPWDD directly as outlined in the proposed regulations or send them to Bruce Drake by 10/28/2011 to be included with the questions from the NYSADSP.

Recently OPWDD came to the NYSADSP Board meeting to discuss the 1115 People First Waiver and Monthly Community Habilitation. Attached are the Power Point Presentations they provided. Feel free to speak to your Regional Director should you have questions or plan to attend the 2011 Symposium where you will receive the most up to date information on both of these important topics.

NYSADSP Board Meeting with OPWDD regarding Community Hab 2

 

Over the past few months members of the NYSADSP Board of Directors have been having discussions with Deputy Commissioner of Policy and Enterprise Solutions, Suzanne Z. Sennett and other key OPWDD staff. The focus of the recent talks has been the proposed changes to the OPWDD delivery system and the impact these changes would have on our field, and more specifically Day Services. We wanted to take a moment to write to you about what we are hearing to ensure you have the most current information available.

Our most recent discussions have been centered on the benefits and obstacles of moving to a system where individuals have one blended plan that addresses all of their needs, as opposed to a number of program specific plans. No longer would it be necessary for an individual to have separate plans for Residential, Day, Pre Voc etc? Instead they would have one plan that focused on all their needs and one corresponding billing document. At our meeting on Thursday July 21st we provided OPWDD with case studies and tried to predict the effect this Blended Plan system would have on real individuals. This allowed us to identify some areas of benefit and some potential areas that have to be discussed further.

We also talked quite a bit about Community Habilitation 2 and this is what we heard:

  • Community Habilitation 2 is now scheduled to go in effect November 1, 2011.
  • Individuals who receive Day Habilitation and Residential Habilitation from the same agency will have the option to enter Community Habilitation 2. At any point on or after November 1st, if an individual receives both Day and Residential services from the same agency they are eligible.
  • The Community Habilitation workgroup is still having discussions regarding certain logistical questions such as documentation, clinical services, billing requirements etc.
  • Community Habilitation 2 will be cost neutral. If there is somebody requesting the service, they will need to go through a units approval process similar to what currently occurs for Day Habilitation.
  • It will be up to individual agencies to determine whether Residential or Day staff provides oversight to individuals receiving Community Habilitation 2.

We will be having additional discussions on Community Habilitation 2 with OPWDD including on September 16th at our regularly scheduled Board Meeting.

Additionally OPWDD will be sending presenters to the NYSADSP Symposium November 2-4, 2011 to discuss Community Habilitation 2 as agencies begin to provide the service.

We were also asked to encourage our membership to review the most up to date information on the ?People First? 1115 Demonstration Waiver. Though information on the 1115 Waiver is still very much in flux, OPWDD?s most current information is listed on their website and if you have not had an opportunity to review it, it would benefit you to take a look. http://www.opwdd.ny.gov/2011_waiver/index.jsp
